I guess starters never go bad on boats? Nobody has ever had this problem?

Yep starters do go bad as the brushes wear. You can remove it and take it to a local automotive alternator shop and they can rebuild it for you at a reasonable price usually less than $75.00. Yep there are 3 bolts that hold it to the block. If you are using wing nuts on the battery replace them with Stainless Steel hex nuts and lock washers or Stainless nylon insert nuts. Tighten them securely this will prevent further electrical issuses down the road.

How would you know if it is the starter? What does the starter solenoid do? Do my symptoms sound like the starter?

They will also test it for you. It could be the solenoid. Take a jumper wire from the battery side post of the solenoid and touch it to the +12 side of the starter if the bendix kicks up then you probably have a bad solenoid.
