Me and SSminnow are working on a jonboat project and hit a wall with the motor. it sat up for the better part of two years with the bowl full of gas...

The motor in mention is a Late 90's Yamaha 9.9 that has been modified to a 15hp.

Problems:
1. motor would not crank(could not get fuel from tank to motor). Replaced fuel line from tank to motor and primer bulb. Fuel flow was achieved. which lead to problem #2
2. motor cranked and ran well. fuel bellowed out of the overflows on the carb due to a stuck float anytime the motor was running. Tried to clean it best I could without removing the bowl from the carb.... all it did was let the float rise to the closed position and stick again...
3. fuel from tank to motor is verified. fuel will not enter carb due to float stuck in closed postion. we dropped the bowl and cleaned everything in there the best we could. (Lots of sludge in the bowl not letting the float move freely)

After the sticking float was resolved the motor ran well for probably a half a day. But now not even a gallon of gas later its running rough. Will not idle. Will not run at low RPM. No obvious fuel overflowing and it is still getting fuel.

I know the motor has sludge in it (thanks e10)... so dont just say its sludged. the fuel is moving. and its fresh fuel.....

We replaced the spark plugs and the improvement was slight at best. that leaves me here hoping someone on the board has a decent suggestion.

Should I clean the carb again? New fuel filter? Im baffled. I thought for sure the way it was running was bc of a fouled out spark plug. It runs ok once you get in the throttle. Until then your fighting it to stay running at a low enough RPM to shift out of neutral....

Sorry for the long post and thanks in advance for any help I can get... I got a half dozen football jigs for the one that tells me how to fix this sucker out right....

PS... we checked the vent on the gas tank, so its not that either... Im really running out of rookie crap to look for. I really hope its something cheap and easy....

Pull the carb off and dismantle it on a bench. use a good quality carb cleaner such as Gumout and spray all passages. Replace the fuel filter, also there should be a fuel pump on the port side of the block that screws onto the block. After all these years the diaphragm has probably dried out. Pick up a carb rebuild kit at Long's and a fuel pump rebuild kit too. Don't mess with any idle speed adjustments until you get the motor running properly. If you look on the mounting bracket there should be a tag that has the info on it if you can get it bring it with you to them to make sure you get the correct parts. Also tell them it has been modded to a 15 HP.
