I have 3 blade 19 Raker on it, but it just doesn't run like I think it should, maybe it's just not enough motor for this boat. Also this motor seems to suck up a bunch of gas, is this common for this model motor?

You are using more fuel because you have to keep the throttle open to spin that prop to keep the boat up, try a smaller prop and you should see gains in both hole shot and mileage.h

I'm running a 19 Ballistic prop on my 18ft Skeeter with a 130 carb Yamaha on it with no Jack Plate and I get good fuel milage and great performance. Might be getting to much flex out of the Raker. JMHO
