I have a 1999 ranger an I was wondering how hard it would be to instal a recessed foot pedal for my trolling motor

pretty simple. Just need to make sure there is nothing under there before you start cutting.

All of them come w templates and the biggest thing is making sure you get it all centered up before you make your cut.
