i am going to install these on a 21ss extreme stratos. My question is do i need to put them on the first step or underneath on the bottom of the hull next to the drain hole and livewell intake?

Stump the best bet is to go with GPS and install the X-ducer in the boat. The paddle wheel is best used for trolling and if you install it on the pad, you will cause air bubble/turbulence affecting water flow around your water pick ups on your lower unit. Surprising as it seem you should not install any speedometer, Transducer or any other device with in 18" of the center line of the motor. :roll:
