If you are in upstate SC give me call for repairs or custom rods. Taylor's Custom Rod and Repair @ 864-918-5832. I do not think a splice has any great effect on the rod. The guy who trained me does splices all the time. His question is define the parabolic bend in the rod. No one can really explain the effects of a splice.

Shakey's comment about parabolic bend - bascially this means the rod continues the same path through the curve the blank takes when loaded, even through the splice. In other words, bend it and you don't have a straight section at the splice. A good splice will continue that bend properly.
Done incorrectly and it can create new weak spots in the blank in the splice, or in front or behind it.
I'm of the belief that if the break is in the tip, say the first couple inches, you're often better cutting and respacing guides due to the amount of flex and small diameter you're dealing with, especially with fast action rods that most bass anglers use.
I can easily reevaluate what the new action will be (first few inches, usually little change) and let you know what the new rate ranges are going to be for the lures that rod will work best with due to shortening it. I then leave it to the customer's discretion as to how they would like the repair.
