New as in brand new - could be that the rubber hub in the prop is bad or it could be the wrong size ( too small)

Is the prop the same size as the old one that was on it?

Your prop has to match your boat motor combo.

Example -

If your boat originally had a 14 pitch prop on it and it ran 25 mph at 5500 rpm. You purchase a new prop that is a 9 pitch you may only run 8 mph at 5500 rpms. You purchase a 17 pitch prop and it runs 26 mph but only at 4200 rpm.

Everything has to match to get the best all around performance. Smaller prop will accelerate quickly but you lose top end. Bigger prop runs faster but has poor acceleration.

Hope this helps..
